International investments in the Udmurt Republic in 2003

As of January 1, 2004 a total of 52.54 million USD was invested in the Udmurt Republic, including 33.4 mln. USD of direct investments (63,6% of the total), 18.55 mln. USD of investments of different kinds (36%) and 0.15 mln. USD of portfolio investments (0.3%). The total invested capital is mostly comprised of direct investments and investments of different kinds. The foreign loans comprise the largest share (93.6%) in the total investments of different kinds.

In 2003 a total volume of international investments amounted to 21.63 mln. USD (156.7 mln. USD in 2002). 1.27 mln. USD were direct investments and 20.36 mln. – foreign loans.

Despite of the drop in the amount of investments received and accumulated it is worth noting that 99% of the receipts in 2002 were short-term loans, which were paid back in 2003. At the same time the share of direct foreign investments increased and amounted to 63.6% of the total volume (26.2% in 2002).

Before 1998 main part of attracted international investments was comprised of direct investments (80%). This means that the foreign capital in most cases was attracted through the establishment of the joint ventures. Thus, 10 million USD was invested in total in 1997 of which 7 million USD were direct investments. Significant increase of investments of different kinds share was observed in 1998 and subsequent years until 2002 inclusively.

As of January 1, 2004, three countries – Germany, Luxemburg and Cyprus - provided 59% of total international investments. A total of 26 countries invested in Udmurtia.

The largest donors are the companies from Germany. Thus, the input of German "Siemens" in the authorized capital of JSC "Izhtel", a manufacturer of EWSD telephone exchanges, amounts to 10 mln. USD. A share of German capital in total international investments is around 19%.

The following countries invested the largest amounts in 1990-2003: Luxemburg – 12.6 mln. USD, Germany – 9,9 mln. USD, Cyprus – 8.2 mln. USD, Switzerland – 5.4 mln. USD, Czech Republic – 5.2 mln. USD, USA – 4.5 mln. USD.

In 2003 international investments were mainly attracted from Luxemburg (“Sotovaia sviaz Udmurtii”), Switzerland (Tchepetskoie NGDU) and the USA (Mark TV cable television).

  In 2003 attracted resources were invested in communications (55.48% of the total investments received), petroleum industry (38.2%), public education, science and culture (5.77%), trade and catering (0.5%).

27.2% of total accumulated international investments in Udmurtia were invested in communications, 24.47% - petroleum industry, 19.57% - machine-building and metal working, 10.42% - real estate transactions, 6% - wood processing industry, 3.2% - general commerce, 2.9% - trade and catering.

As of January 1, 2004, the registration of 82 companies with international investments was renewed after new federal law “On registration of legal entities” came into legal force (183 companies with international investments were registered as of Jan. 1, 2003).

Three representation offices of the foreign companies from the USA, Turkey and Yugoslavia were registered in Udmurtia in 2003.

The organizations with the largest amount of international investments and highest production volume are JSC "Izhtel" - a producer of EWSD telephone exchanges (Siemens AG, Germany), JSC "Uralskaya Neft" – oil extraction (Invest Leasing, the Czech Republic), JSC "Sotovaya Svyaz Udmurtii" - mobile communications (Tele 2 Russia Vol Holding, Austria), JSC “Harvi-Yar” – production of dry planned wood JSC "Dalaks" – manufacturing of the hygienic products (Dalbert Finance Ltd, British Virgin Islands).
