To further up-grade knowledge and skills of experts, businessmen and civil servants of Udmurtia, the Ministry of international relations of the Udmurt Republic promotes and coordinates various training courses organized within special international programs. To achieve its objective, the Ministry has maintained fruitful contacts with the following organizations.
De Baak Management Centrum is a part of VNO-NCW, a confederation of the largest employers' organizations in the Netherlands. It has been in operation since 1959 and traditionally offered training courses focused on assisting the business community and government and increasing the level of professionalism. De Baak develops in-company programs for its clients, runs public programs, provides counseling, etc. Since 1991 De Baak Management Centre has been organizing the program "Dynamic management", sponsored by the Ministry of economic affairs of the Netherlands, for the managers from the countries of Central and Eastern Europe. In 1999 and 2000 the Ministry of international relations of the Udmurt Republic was a local coordinator for such a program in Izhevsk. After a preliminary selection trainees from Udmurtia attended a two-week seminar organized by the Dutch experts. Then, the program participants went for training to the Netherlands and spent five weeks in the individually selected Dutch companies. A total of 45 people from Udmurtia benefited from that project. Some of them started a new business, some found new clients, but all of them learnt something new and useful. Currently, "the Russian headquarters" of the program are located in Ekaterinburg, and any qualified manager from any place in Russia may apply for the participation. The Ministry still maintains contacts with De Baak, and every year one or two experts from the Netherlands visit Izhevsk to offer a refresher course.
