The Udmurt Republic is a republic within the Russian Federation. In accordance with the Constitution of Udmurtia state power in the Udmurt Republic is exercised by the State Council of the Umdurt Republic, the President of the Udmurt Republic, the Government of the Udmurt Republic, the Constitutional court of the Udmurt Republic, Justices of the peace of the Udmurt Republic. State power in the Udmurt Republic is exercised on the basis of the separation of the legislative, executive and judiciary branches, as well as delimitation of scopes of authority and powers between the bodies of state power of the Russian Federation and the bodies of state power of the Udmurt Republic.
LEGISLATIVE POWER
The State Council of the Udmurt Republic is the legislative (representative) and control body of state power of the Udmurt Republic. The State Council of the Udmurt Republic is the standing, the highest and the only body of the legislature in the Udmurt Republic. The State Council of the Udmurt Republic is elected by the population of the Republic for the period of four years. Sessions, held at least once in two months, are the basic form of activity of the State Council. Exclusive powers of the State Council include adoption of and amendments to the Constitution of the Udmurt Republic. The State Council of the Udmurt Republic determines the domestic and external policy of the Udmurt Republic, adopts legislative acts to regulate the economy and budgetary-financial system within the powers of the Udmurt Republic. The standing working body of the State Council is the Presidium.
EXECUTIVE POWER
The President of the Udmurt Republic is the highest official in the Udmurt Republic and the Head of the highest executive body of the Udmurt Republic - the Government of the Udmurt Republic. The first presidential elections in the Udmurt republic took place on October 15, 2000.
The Government of the Udmurt Republic is the standing highest executive body of state power in the Udmurt Republic. The Government of the Udmurt Republic develops and implements measures to provide for complex social and economical development of the Udmurt Republic, pursues the uniform state policy in the fields of finance, science, education, healthcare, social welfare and environment preservation.
LOCAL SELF-GOVERNMENT Local self-government functions at the level of cities and administrative districts of the Udmurt Republic. It is a system of elected representative and appointed executive bodies to solve specific problems of the population within their competence. The system of city self-government includes: the City Duma, the Head of the City Administration - the Mayor, the City Administration and administrations of municipal districts.
